Government of Jersey Environmental Parking Taxes
Galle Saliman have provided on-site support as part of a project to develop a management system, create improved guidance for developers and facilitate better integration across planning functions.
The main deliverable from the project has been the Highways Development Management Guide and associated elements, including:
- Officers’ Process Map from receipt of application through to completion of works (and obligations thereafter). Including submission checklists for applications and officers, a suite of Standard letters and process for approving and checking non-standard correspondence
- Site Library System Review to establish common nomenclature and revised filing system for the existing site library. Adoption of unique referencing, consideration of how data is organised, where it is stored, how it is accessed by the wider team and options for access control (e.g. read only / editorial rights) to ensure data security and integrity.
- Technical and Construction Standards and requirements for drainage, signals, street lighting and utilities.
- Procedures for Licensing consistent with local legislation and practice.
- Folio of Standard Detail covering existing drawings and additional standard details commonly required.
- Developer Pack as a sub-set of the material produced made available to developers covering information from inception of project to completion. Included a simple FAQ document.
Communication & Publication
An internal workshop to step through and launch the new guidance to the wider team and Forum to present the simplified guidance to developers will be held once materials are finalised.
Next Steps
The work will include preparing content for inclusion onto the government website and undertaking engagement with other departments. Discussions with the Planning Team will seek to establish a process by which Highways can have earlier involvement and greater influence over the agreed specification of schemes.
Further elements will include a Review of Highway Law and consideration of opportunities to expand or improve existing regulations to provide stronger legislative support to development management requirements.
