Review of Arrangements for Assuring the Effectiveness of Driver Instruction

A review commissioned by Driver & Vehicle Standards (DVS) in Jersey in 2019 to provide assurance and recommendations, where appropriate, that the current processes and procedures operated by DVS as their role as the regulator of Approved Driving Instructors (ADIs) on the Island are suitable.

The review followed agreed lines of enquiry chosen to consider how explicit and implicit values have informed the setting of standards and the operation of regulation. The approaches to quality assurance and monitoring of ADI performance were also considered.

The project included consultation with wider service stakeholders, government officers, political leaders, approved driving instructors and their representatives.

Where appropriate, the arrangements for approval and quality assurance were compared to those deployed within similar jurisdictions using benchmarking and drawing from experience with other education and teaching providers.

 

The lines of enquiry were:

Values & Standards

  • how effectively has DVS established and articulated its values informing the regulation of Driver Instruction and Testing?
  • how well are these values reflected in published documentation of standards and behaviours expected of registered ADIs?
  • how do the standards and protocols for preparation and supervision of Driving Instructors by DVS compare with appropriate benchmarks available from other relevant jurisdictions?

Quality assurance and monitoring

  • How well do the processes established by DVS provide assurance that Driving Instructors support learner drivers effectively by enabling them to demonstrate competence?
  • how effective are the processes for the appraisal and performance management of registered Driving Instructors?
  • how can the regulation and performance management of registered Driving Instructors by DVS be enhanced?
  • how effective are the arrangements for identifying the need for CPD opportunities for Driving Instructors and delivering them? How well are they evaluated by Driving Instructors and DVS?

Benchmarking of processes include consideration of UK methods and other similar island providers. The final report includes twenty recommendations and a development plan.
