Review of the specification for Motor Cycle Training in Jersey
This project has been commissioned by Driver and Vehicle Standards (DVS), an agency of the Government of Jersey, to undertake a strategic review of the requirements for motor cycle training in Jersey. The review has included establishing what the service must deliver and a statement of a service that is affordable, accessible, available (within given timescales), of good quality, consistent and supportive of the island’s vision for long, fulfilling lives.
The review has considered a range of options by which the Government of Jersey could deliver or procure the service required. Our team considered the financial model of current provision and examined alternative procurement options to determine the preferred approach that can ensure service availability and delivers best value.

A second aspect of the review involved an evaluation of the specification for providing motorcycle training on the Island. The outcome of this element of work includes recommendations on changes to the specification of the service based on the benchmark evidence gathered and our own evaluations of expected levels of service delivery.
The service requirements review has also considered the opportunities and obligations of the motorcycle training if it is to provide synergy and a holistic fit with other projects and programmes within DVS’s strategic objectives, including targets for road safety.
The project has included a Preferred Option Workshop with DVS officers. The final report will consist of a summary of the option process and decisions leading to the option selected. It will include recommendations on additional clauses or changes to the existing specification ready for inclusion into any tender documents issued for provision of the services.
