Civil Enforcement Officers’ Operational Guidance App
Handbook for Front-Line Staff
The British Parking Association commissioned us to create content for an Enforcement Officers’ ‘Handbook’. The concept was for content to be provided as an online resource with differing versions for the devolved nations as appropriate.
Our work involved collating existing content and securing consent with key stakeholders to provide existing material and support in the product design.
We also established at this stage a design such that the content could be accessed by various players so that it provided different types of guidance for front-line operations. We established an architecture for an app or web-based app that could operate as:
- a legal reference,
- a decision-making handrail guide at the time of enforcement or
- a more general learning resource.
Added to the content were staff development elements relating to general good practice and personal skills and reference to conflict resolution.
Of significance is that the intent is for the handbook to be universal across the whole of the UK, and therein take account of differences in legislation and nomenclature when providing guidance for users in London, Scotland, Wales, Northern Ireland or England.
Platform Options
Part of the commission included an exploration and presentation of the options, benefits and costs leading to recommendations for the best method of getting the content online and accessible to users.
Deliverable
The work was delivered as a series of digital content, including images and simple click-through formats within a prescribed architecture ready for adoption into a web-based application. A hard copy reference manual, drawing on the content, was also provided.
Next Steps
The BPA are exploring the commissioning of the content into general use, and establishing the funding mechanism to ensure that it can be maintained and remains accessible into the future.
